One PDF, measured against your limit

A normal converter makes a PDF and leaves you to find out whether it is too big. Here you state the limit first. The tool builds the PDF, measures it, and adjusts the JPEG quality until the whole file fits, keeping the highest quality it can.

It aims a little under your limit counted as 1,000 bytes per KB, so the file passes whether the form counts a KB as 1,000 or 1,024 bytes. Pixel size is reduced only when quality alone is not enough.

Everything runs in your browser. You can put the pages in order, choose the paper, and see the final size before you download. Your documents are never uploaded.

Questions about JPG to PDF Under 1 MB

How many photos fit in a PDF under 1 MB?

At 1 MB, even twenty photos keep good detail, and a few pages keep almost all of their original quality. If the form says 1 MB, this aims under 1,000,000 bytes, so it passes however the form counts a megabyte.

How does it keep the PDF under my limit?

It tries different JPEG qualities and keeps the highest one that fits. Only if the lowest quality is still too big does it reduce the pixel size of the images. It measures the finished PDF itself, so the size you see is the real file size.

What if the images cannot fit the limit?

If even the lowest quality cannot get the PDF under the limit, the tool says so. Try fewer images, or a larger limit. Many photos in one small PDF will always have to give up some detail.

How many images can I add, and in what order?

Up to 50 images, in JPG, PNG, WEBP, HEIC and other common formats. Each image gets its own page. Use the move earlier and move later buttons beside each one to change the order before you make the PDF.

Are my documents uploaded anywhere?

No. The images are read and the PDF is built inside your browser tab, so a certificate or ID scan stays on your device. Closing the tab discards everything.

Does it work without an internet connection?

Yes, after your first visit. The page and its tools are kept by your browser, so you can use it on a slow or dropped connection. Nothing is sent anywhere either way.

Is 1 MB counted as 1,000 or 1,024?

The tool aims under 1,000 × 1,000 bytes, which is also under the limit counted as 1,024, so the file passes either way. You can still type another limit at any time.
